Rav Yehuda breaks down the differences between Rabbi Shimon and his colleagues with respect to his BIG leniency on transferring objects between courtyards, rooftops and enclosures. Rav tries to limit Rabbi Shimon’s decree by allowing it only in cases where individual courtyards did not make their own eruvs, but why should those courtyards which did make eruvs be penalized?! Indeed, Shmuel and Rabbi Yochanan say no such limit exits on Rabbi Shimon’s ruling.
